Welcome, on behalf of Village President Trevor J. Clatfelter, and the Village Board of Trustees.

The Village of Sherman is a home-rule community governed by a Village President-Trustee form of government in which six Trustees and a Village President are elected from the Village at-large. The Village employs a professional Village Administrator and Economic Development Coordinator and department heads to oversee the day to day operations of the Village. The Village Clerk is appointed by the Village President with the advice and consent of the Village Trustees.

John's Background


John has served as the Village Administrator and Economic Development Director for the Village of Sherman since being appointed in November 2008, and is the first to hold the position for the Village.  As the Village Administrator John serves as the Chief Administrative Officer for the Village and he is a strong advocate for Economic Development and business attraction to the community.

Administrator Swinford earned a Bachelor of Science Degree in Management, graduating “Cum Laude” from Southern Illinois University at Carbondale (2000), earned a Master of Public Administration (M.P.A.) Degree from the University of Illinois at Springfield (2006), and earned a Masters Degree in General Ministry from Lincoln Christian Seminary (2017). 

Administrator Swinford is certified as an Illinois Professional Emergency Manager (IPEM) and in the Federal Emergency Management Agency (FEMA) Professional Development Series (PDS) and serves with the Sherman Emergency Management Agency (SEMA).  John’s public safety experience can be traced back to 1973 when he first became a Volunteer Firefighter and his experience includes services as a full-time EMT, a Firefighter (achieving the rank of Captain) as well as serving in Law Enforcement.  In addition, John is an Ordained Minister and serves as Chaplain to the Sherman Fire Protection District and is a member of the Illinois Corps of Fire Chaplains.

John served over twenty years on Active Duty before retiring from the United States Marine Corps in 2001 and moved back home to Illinois with his family, taking a position as a Planner with Crawford, Murphy & Tilly Consulting Engineers.  John was elected as Village Trustee in Williamsville in the April 2005 Consolidated Election and served as Mayor Pro-Tempore and as Chairman of both the Economic Development Committee and the Water Committee and served as a member of the Finance Committee throughout his tenure.
